    The Committee on Government Organization moves to amend the bill on page 2, after the enacting section by striking out the remainder of the bill in its entirety and inserting in lieu thereof the following:

    ARTICLE 3. WEST VIRGINIA PUBLIC EMPLOYEES GRIEVANCE BOARD.

§6C-3-2a. Level one hearing and conference training seminars.

    (a) The Public Employees Grievance Board, in conjunction with the Division of Personnel, shall provide at least one training seminar each year for chief administrators and persons who conduct level one hearings and conferences, under the provisions of article two of this chapter, to help ensure level one hearings and conferences are being conducted in a uniform manner. The Public Employees Grievance Board, in conjunction with the Division of Personnel, shall also create a version of the training appropriate for teaching over the Internet and place the training on the Division of Personnel’s website.

    (b) Each training shall include instruction on the following:

    (1) The time limits involved in a grievance;

    (2) The process and procedure for each level of the grievance procedure;

    (3) The rights of participants in the grievance procedure;

    (4) Writing the decision; and

    (5) Any other topic the Public Employees Grievance Board or the Division of Personnel determine necessary or informative.

    (c) Prior to developing the training curricula, the Board in conjunction with the Division of Personnel, shall provide a 30 day public comment period to allow input from interested persons.

    (d) On and after January 1, 2014, all chief administrators and persons who conduct level one hearings and conferences, under the provisions of article two of this chapter, shall have completed a training as provided in accordance with this section prior to conducting level one hearings and conferences.”
